The Ministry of Industry and Information Technology Holds a Plenary Meeting of the Leading Group on the Development of the Low-Altitude Aviation Industry
On February 13, 2026, the Ministry of Industry and Information Technology convened a plenary meeting of the Leading Group for the Development of the Low-Altitude Aviation Industry to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions and directives, and to discuss and deploy key tasks for promoting the safe, orderly, and healthy development of the low-altitude aviation industry. Li Lecheng, Secretary of the Party Leadership Group, Minister, and Head of the Ministry’s Low-Altitude Aviation Industry Development Leading Group, presided over the meeting and delivered remarks. Xin Guobin, Member of the Party Leadership Group and Vice Minister, and Xie Shaofeng, Chief Engineer, attended the meeting.
The meeting noted that during the 14th Five-Year Plan period, China’s low-altitude aviation industry achieved positive results, with accelerated breakthroughs in technology and equipment and diversified expansion of application scenarios. During the 15th Five-Year Plan period, we must conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, fully recognize the new circumstances facing the development of China’s low-altitude aviation industry, balance development and security, adhere to a dual approach of policy support and reform and innovation, and promote the deep integration of scientific and technological innovation with industrial innovation, strengthen the role of enterprises as the main drivers of innovation, accelerate the cultivation of industrial clusters, build an intelligent, green, and integrated industrial system, and steadily advance the safe, orderly, and healthy development of the low-altitude aviation industry.
The meeting emphasized that,We must effectively strengthen top-level planning,Carry out planning and formulation work effectively, increase policy support for the innovative development of the low-altitude industry, accelerate preliminary research on standards, and establish and improve the industry standards system.We must focus on strengthening the foundation of safety,Strengthen the management of the manufacturing industry, place high priority on low-altitude radio safety, cybersecurity, and data security, and establish a testing and validation system for low-altitude equipment.We must actively promote integrated innovation,Strengthen research and development of foundational and generic technologies for the industry, deepen collaboration between the low-altitude equipment sector and industries such as new energy and next-generation information technology, and accelerate the adoption of artificial intelligence.We must make every effort to foster a favorable environment,We will systematically expand the application of use cases, strengthen the role of use cases in driving equipment upgrades, deepen high-level international cooperation, and consolidate the talent base for the industry, thereby providing strong support for the development of the low-altitude economy as a strategic emerging industry.
