To the Development and Reform Commissions, data management departments, Departments of Finance, Departments of Housing and Urban-Rural Development (Commissions, Administrative Committees, or Bureaus), Urban Management Commissions (Bureaus), and competent authorities for natural resources in all provinces, autonomous regions, municipalities directly under the central government, cities with independent planning status, and the Xinjiang Production and Construction Corps:
To further deepen the development of smart cities, advance comprehensive digital transformation, and fully leverage the role of data in empowering urban economic and social development, the National Development and Reform Commission, the National Data Administration, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Natural Resources have jointly formulated the “Action Plan for Deepening Smart City Development and Advancing Comprehensive Digital Transformation.” This plan is hereby issued to you for implementation.
