Source: Municipal Finance Bureau Issuing Authority: Shanwei Municipal Finance Bureau

I. Background and Process of Drafting

In accordance with the deployment requirements of the Municipal Party Committee and Municipal Government regarding the construction of modern marine pastures, the Municipal Finance Bureau and the Municipal Bureau of Agriculture and Rural Affairs have repeatedly formed research teams. Building on strengthened communication with higher-level departments and the study of experiences from other cities, these teams conducted in-depth field research at relevant functional departments to identify challenges, pain points, and bottlenecks in the development of marine pastures, and actively explored policies to provide fiscal support for the high-quality development of our city’s marine pastures. Based on thorough research and in accordance with the “Several Fiscal Support Policies on the Construction of Modern Marine Pastures” (Yue Cai Nong [2023] No. 171), the “Notice on Issuing Several Measures to Accelerate the Transformation and Upgrading of Marine Fisheries and Promote the High-Quality Development of Modern Marine Pastures” (Yuewei Nongban Han [2023] No. 29), the Municipal Finance Bureau, in collaboration with the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Financial Bureau, took the lead in drafting the “Several Fiscal Support Policies for the Construction of Modern Marine Pastures in Shanwei City” (hereinafter referred to as the “Support Policies”) . The Municipal Finance Bureau then issued a letter soliciting feedback from 13 relevant entities (including state-owned enterprises) and the finance departments of 6 counties (cities, districts), while also seeking public input. Following a fair competition review by the Municipal Market Regulation Bureau and a legality review by the Municipal Justice Bureau, the document was revised and refined in accordance with the Municipal Justice Bureau’s recommendations. The document was reviewed and approved at the 71st executive meeting of the 8th Municipal Government. The Municipal Finance Bureau, in conjunction with the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Financial Work Bureau, officially issued and implemented the document on April 2, 2024.

II. Main Content

The “Support Policy” is primarily divided into four sections: General Requirements, Key Measures, Fund Oversight, and Other Matters. It outlines 15 directional support measures across three areas. The specific support measures are as follows:

1. Strengthen financial support to promote the full-chain development of modern marine ranches. Proposals include supporting the formulation of marine ranch development plans, supporting the construction of a number of modern marine ranch industrial parks, support the establishment of national-level marine ranch demonstration zones; support the accelerated construction of national-level fishing ports; support the vigorous development of intelligent aquaculture equipment for deep-sea and offshore operations; support the establishment of a modern marine ranch seed industry system; support the implementation of aquatic product quality certification; and support the development of aquatic product processing, warehousing, and preservation capabilities—a total of eight measures.

2. Strengthen coordination between fiscal and financial policies to provide greater financial support and risk-sharing. Three measures are proposed: optimizing and improving policy-based agricultural insurance; strengthening support through policy-based credit guarantees; and enhancing support through policy-based funds.

3. Strengthen diversified investment and establish a long-term mechanism to drive the development of marine pastures. Four measures are proposed: actively seeking central government funding and policy support; strengthening financial support through local government special bonds; enhancing support through policy-based and development-oriented financial instruments; and strengthening support through international cooperation.

III. Other Matters

The “Support Policy” shall take effect on the date of issuance and remain in effect until December 31, 2026. The total annual amount of incentive and subsidy funds shall be subject to a cap. Should there be any adjustments to relevant national, provincial, or municipal policies during the implementation period, this policy may be adjusted accordingly. The Municipal Finance Bureau, the Municipal Bureau of Agriculture and Rural Affairs, and the Municipal Financial Work Bureau shall be responsible for interpreting these measures.
