Measures for Development (Revised)

To implement the national, provincial, and municipal work plans regarding the development of the low-altitude economy, promote the healthy and orderly development of the low-altitude economy, and establish Longgang District as a leading demonstration zone for the development of a low-altitude economy industrial ecosystem, these Measures are formulated in accordance with the “Shenzhen Special Economic Zone Regulations on the Promotion of the Low-Altitude Economy” and the “Several Measures of Shenzhen Municipality to Support the High-Quality Development of the Low-Altitude Economy” (Shen Jiao [2023] No. 534), among other documents, and in light of the actual conditions in our district, these measures are hereby formulated.

I. Cultivating and Strengthening Entities in the Low-Altitude Economy

(1) Encourage technological upgrades in key sectors

Vigorously foster enterprises engaged in the research and development of key equipment, core components, and materials for the low-altitude economy; support the construction of manufacturing projects—including power systems, avionics systems, airframe structural components, transmission systems, hydraulic and pneumatic systems, as well as UAV countermeasures, to be established in Longgang District. The Longgang District Bureau of Industry and Information Technology shall implement these measures in accordance with the “Implementation Rules for the Shenzhen Longgang District Special Fund for Industrial and Information Technology Development Regarding Support for High-Quality Development in the Industrial and Information Technology Sectors.” (Lead Agency: District Bureau of Industry and Information Technology)

(2) Step up efforts to foster high-quality enterprises in the low-altitude airspace sector

Support applications by companies manufacturing or supplying components for manned electric vertical takeoff and landing (eVTOL) aircraft, flying cars, and drones to be designated as national-level “Specialized, Refined, Distinctive, and Innovative” (“Little Giant”) enterprises, manufacturing single-champions, and national high-tech enterprises. II. Development of Low-Altitude Infrastructure

(3) Accelerate the Construction of Basic Supporting Infrastructure

In conjunction with plans for integrated transportation and transportation hubs, we will build a network of ground infrastructure for UAM (Urban Air Mobility) and logistics distribution, along with supporting low-altitude infrastructure in key areas such as communications, navigation, surveillance, and meteorology. This will establish a multi-tiered, multi-scenario takeoff and landing network comprising large takeoff and landing hubs, medium-sized takeoff and landing sites, and small takeoff and landing points, to support the takeoff, landing, charging, parking, and service needs of low-altitude aircraft such as drones, helicopters, and eVTOLs. Accelerate the planning and construction of the Longgang Low-Altitude Intelligent Integration Test Base to establish a high-level comprehensive UAV testing and validation facility. Provide annual subsidies not exceeding 50% of the project’s operating costs, with a maximum of 3 million yuan per project per year. (4) Establish Specialized R&D Platforms

Focusing on core technologies for low-altitude aircraft—including airframe technology, safety technology, and operational technology—we will prioritize research and development efforts in key areas such as flight control systems, propulsion systems, intelligent connectivity systems, communication, navigation, surveillance, and perception (CNS&P), meteorological technology, main control chips, sensors, and lightweight materials. Enterprises, universities, and research institutions are encouraged to strengthen the development of high-end innovation platforms for the low-altitude economy and to actively establish platforms such as National Key Laboratories and National Engineering Research Centers in the low-altitude sector that are recognized by national ministries (bureaus) as well as provincial and municipal authorities. For innovation platforms recognized in the low-altitude economy sector—including manufacturing innovation centers, (key) laboratories (including those undergoing reorganization), proof-of-concept centers, small- and medium-scale test bases, and Shenzhen-based transformation bases for national key laboratories (including branches of the aforementioned national-level innovation platforms), as well as specialized R&D platforms such as provincial engineering technology research centers, the Longgang District Science and Technology Innovation Bureau will provide support in accordance with the *Implementation Rules for the Shenzhen Longgang District Science and Technology Innovation Special Fund*. III. Intensify Efforts in Low-Altitude Aviation Technology Innovation

(5) Promote the commercialization of cutting-edge low-altitude technologies

Support research institutions (including branches) that are actively operating in Longgang to undertake the construction of Shenzhen’s low-altitude intelligent integrated infrastructure projects; and support entities actively operating in Longgang to conduct research on major science and technology projects at the municipal level or above and to undertake tasks related to Shenzhen’s comprehensive reform pilot program; Carry out the incubation and commercialization of scientific research achievements in Longgang District, and collaborate with local enterprises, universities, research institutions, and other entities to prioritize the validation and implementation of these achievements in Longgang. Eligible entities will receive 25 million yuan in annual support. (Lead Agency: District Development and Reform Bureau)

(6) Encourage participation in the development of standards for the low-altitude economy

Encourage low-altitude economy enterprises or institutions to take the lead in or participate in drafting international, national, industry, local, and group standards related to low-altitude aircraft, low-altitude infrastructure, low-altitude air traffic management, safety regulation, and application scenarios. (Lead Agencies: District Science and Technology Innovation Bureau, District Development and Reform Bureau)

IV. Expanding Application Scenarios for the Low-Altitude Economy

(7) Support the launch of low-altitude passenger flight services

Support general aviation enterprises in conducting commercial passenger air transport operations, with a focus on developing urban low-altitude air transport services primarily using low-altitude aircraft such as helicopters and eVTOLs; expand low-altitude flight services including inter-district flights, business travel, and air commuting; launch diversified air routes; and foster new consumption scenarios for low-altitude travel. Enterprises that launch low-altitude passenger services in Longgang District will receive corresponding incentives based on the actual number of flight vouchers issued. (8) Empowering Urban Governance and Public Services

Establish a “Smart Low-Altitude + Governance + Services” model, and encourage district-level and subdistrict departments, as well as state-owned enterprises and public institutions, to procure low-altitude application services—such as smart transportation, public security patrols, smart water management, emergency rescue, medical supply distribution, security patrols, urban firefighting, forest fire prevention, illegal construction inspections, urban safety, land surveying, and environmental monitoring. (Lead Agency: District Development and Reform Bureau; Cooperating Agencies: District Government Services and Data Administration Bureau, Longgang Branch of the Municipal Public Security Bureau, Longgang Administration Bureau of the Municipal Planning and Natural Resources Bureau, Longgang Administration Bureau of the Municipal Ecology and Environment Bureau, District Water Affairs Bureau, District Emergency Management Bureau, District Grid Management Office, District Fire and Rescue Brigade, and all subdistrict offices)

(9) Encourage the development of drone cargo delivery routes

Encourage companies to use low-altitude intelligent integration platforms to expand market-oriented application scenarios; encourage companies to establish a routine low-altitude intelligent logistics system and explore market-oriented, large-scale operations; Encourage eligible enterprises to establish drone cargo transport routes, expand diverse low-altitude cargo transport scenarios, explore solutions to address the pain points associated with transporting time-sensitive, high-value goods, and enrich the application of drones in commercial services—such as deliveries in business districts—as well as logistics scenarios like smart logistics, thereby enhancing the level of industrial support services within the district. V. Strengthening the Provision of Relevant Resources

(10) Strengthen the talent pool for low-altitude operations

Encourage eligible universities in the district to actively establish low-altitude aviation-related majors to cultivate and supply talent for the industry. Step up efforts to attract high-level talent and teams in the low-altitude aviation sector from both domestic and international sources; cultivate highly skilled technical personnel in key areas of the low-altitude economy; and organize companies to hold specialized recruitment events for industry talent. Promote the implementation of the district’s talent policies in the low-altitude economy sector. (Lead Agencies: District Talent Work Bureau, District Human Resources Bureau)

(11) Strengthen support through industrial funds

Actively promote the implementation of initiatives related to the low-altitude economy industry fund, guide and encourage more private capital to invest in the low-altitude economy, and prioritize investment in high-quality projects in the low-altitude economy sector to be established in Longgang. (Lead Agencies: District Finance Bureau, District Development and Reform Bureau, District Industry and Information Technology Bureau)

VI. Supplementary Provisions

(12) For the purposes of these Measures, “low-altitude economy enterprises or organizations” refers to enterprises, social organizations, and other entities that actually conduct business in Longgang District and whose primary business activities include general aviation, the manufacture of unmanned aerial vehicles, the development of software and hardware related to low-altitude flight support, as well as system design and construction, and low-altitude flight, operational services, and support within the low-altitude economy sector.

(13) Enterprises may choose which of these measures or other similar policies within the district to apply for, in accordance with the principle of “selecting the most favorable option without duplication”; rewards will not be duplicated. Market entities listed on the joint disciplinary blacklist for dishonesty or the list of dishonest debtors by public credit agencies are not eligible to apply within the time limit specified by national regulations. If an applicant engages in fraud to obtain rewards or subsidies, the relevant departments shall recover the funds and pursue legal liability in accordance with the law. The implementing rules corresponding to these Measures shall be separately formulated by the Shenzhen Longgang District Development and Reform Bureau.

(14) These Measures shall take effect on April 1, 2026, and shall remain in effect for three years. The original “Several Measures of Longgang District on Promoting the Development of the Low-Altitude Economy Industry” (Shenlong Gongxin Gui [2023] No. 14) is hereby repealed. During the validity period, the Shenzhen Longgang District Development and Reform Bureau may, based on actual circumstances, revise, adjust, issue, and implement these Measures as a whole.
